Philadelphia Parking Authority review: Officer

The employee sent to put tickets on our block 4900 n lawrence street isn't putting tickets on a car that I think is receiving, or has received, a bride and doesn't want to put the ticket on. Today I showed the officer that the car's VIN number is not covered and that the license plate is temporary and fake. This officer has been coming to that block for weeks; that car is parked there and he doesn't want to do his job properly.
