Philadelphia Parking Authority - Payment plan

On January 22nd I paid $191 for me to start a play me to plan with PPA. Because it was a weekend/after hours the payment did not go through until January 25th. On January 28th I could see my account still stated plan was not active. I complained to my bank. Received a letter from PPA in March stating my plan was canceled for nonpayment and was ineligible for payment plans because account due to a complaint from bank on January 28th. Bank lawyers reached out to PPA for an explanation but no response. PPA will not allow me to make online request due to an issue that is not my fault. My car is not currently on the boot list. I am being told I have to travel to the office to reapply for payment plan. I do not wish to travel and or visit office due to covid 19 pandemic. PPA is forcing me to do a face to face visit in which I would like to complain about. My ticket fees has now also increased. None of it is to my fault. I was not made aware that their were any account issues until I received a letter in the mail stating I am now ineligible. I would like for ineligibility to be removed so that I can apply online again. I would like late fees removed as well.

Desired outcome: I would like for ineligibility to be removed so that I can apply online again. I would like late fees removed as well.

Philadelphia Parking Authority - Unwarranted tickets

My girlfriend had worked at Temple Dental School from 3/1/1019 - 5/2/2019 in which time I was taking her to work. I receive tickets for supposedly stopping on the North Bound Side of Broad St which it says I can to let her off in front of the building. I clearly believe they are taking the ticket writer's claim over mine. No one approach my car about any tickets, I receive them weeks later with a penalty for lateness of paying. How do you pay or dispute a ticket you don't even know you have, and then I'm automatically guilty since I didn't dispute the ticket when first written, which again, how can you do if you don't even know you have one. I feel this is a very shady practice especially if the vehicle is there and the ticket writer doesn't even approach the vehicle to present a ticket and tell the reason. The Tickets are: [protected], [protected], [protected], [protected], [protected], [protected]. How can he give tickets that many times, never approaching the car, because it seems like that's just giving tickets for no reason.
