HPS Pharmacies unethical service. I paid for my medications over the counter yet I was still sent an invoice. when

I paid for my medications over the counter yet I was still sent an invoice. When I rang to query this invoice, the HPS woman told me that they do that for every transaction with medications. You pay, but they still send you a bill. If you didn't check your invoice carefully, you could just pay it and you would be paying twice. This practice is unnecessary and unethical.
