Ford Polokwane radio code

I bought a Ford Ikon 1.6 at AutoPedigree Polokwane and when I bought the car the radio was charged as an extra which cost me about 5000.Last year the radio switched off and it required a radio code and that's when my problem started the was no radio code in the manual and went to the dealer which said I can only get it from Ford as it was security procedure which I did.But when I went there they said they can't give it to me as I need to pay R900 to get the code which is not fair as I had fully paid for the radio and I should have been issued the code as am the owner.

Why would I pay for something I had already paid for?
It would be understandable if I had lost it but it was never given to me
Is it an after sale ripoff by the dealer's?

I have tried so many times to call Ford directly but no one I helping me.

I can't pay for something which was supposed to be given to me first hand but they never did
