Out of the blue, I received a bill for base charges on a vacant lot. There is no home or services provided to this lot. I'm told they recently changed their policy, and this is now permitted, yet this seems highly unethical. I do not recall receiving any kind of notification for this new policy. How do I discontinue the charges on a vacant property?
