Misleading and unsolicited letter
For novice authors who may not be aware of services that research publishing companies and watchdog authentic publishers, the receipt of a personal, signed letter from a publisher is exciting, but one doesn't know until the third paragraph they are not a commercial publisher and it's just another plea for the unrepresented author to spend money.
These people research records at the U.S. Library of Congress and find authors or novelists who have recently registered a copyright and ask you to send your manuscript for "review." No thank you.

Its rather strange for a company like this, to be involved in a fraud or a scam. Perhaps a couple of them might have suffered and they might have been neglected, but at the same time the house has published many books too. After all, it's a subsidy publication, but at the same time they need to bring changes in their system. The publication should refund the money.
