Nando'sservice/expectations re: loyalty card

I'm a frequent Nando's customer--for lunch in Arlington VA, and in weekends in Woodbridge VA. I recently used a loyalty card for a free lunch in Woodbridge--two regular sides, chicken and a drink. Very nice. This week I used a full card at the location in Arlington. Very different story. I asked for chicken, garlic bread and Brussels sprouts and a drink. And I would pay the difference in the Brussels sprouts. I was asked to pay not the difference, but the whole cost for Brussels sprouts and pay for the drink. I did this, though not happy about it. But somehow the garlic bread fell off the menu. When I complained at table, the manager said he would, "just give me some.' Are your policies so different one shop to another?
