Aquabliss / still waiting for my refund

I have purchased an item for my father and paid for the express sipping. My order did not arrive on time and was about two weeks late. I contacted AquaBliss customer care and asked them to refund the shipping costs and they agreed and said that I'll get my money as soon as possible.
Waited patiently but there was no sign of my money so I asked again and received the same answer. I still haven't got my refund and it seems like they really don't care.
