I have been to the Hemet DMV sending my records in trying to get my motorcycle registered, Since September 2023 this week will be my 9th time back and 5th time submitting new documentation long with copies of all of the previous documentation; yet my fees were paid the first time I entered the dmv. 197.00. Here Jan 2024 no plates or title but yet another form to complete. I have provided a REG 343, a REG262, a REG256, letter from manufacturer regarding the emissions label that is missing. Vehicle registration has been provided along with Vermont dmv statutes for Honda rebel 250 cc motorcycle does not have to have the title to register it since it is under 300 cc. Mind you this is a 2002 Honda Rebel 250 that sat in a garage in Vermont since 2002 it barley turn 6k miles when I drove it home with no plates because DMV gave me a red sticker in November2023. the sticker was not engraved I was instructed to get a label from the manufacturer; they sent a letter and stated we get these quite a bit and a letter should suffice. Now California dmv wants a statement a statement of what. state it came from Vermont , You have that information and the plates What efforts have been made to get the title the person who sold it to me? The owner completed and gave me a statement REG262 with the exact same questions for me to answer on this new REG256 form. I just want to get the plates that I paid for. I bought a bike tried to register it California is refusing, to register. This literally is weaponized bureaucracy and biased at its best and I work for the state of California. No wonder so many of us native California's just want out and away from this state. Please help me understand this madness.

Claimed loss: time loss to ride my motorcycle in order to practice and to maintain the battery. So I don't have to buy another new one
