It is a widespread scam and Walmart did not do it. When you are gullible enough to click on any page that offers you free money for nothing you deserve to get taken. This is a very common scam and there are hundreds of reports and tons of warnings about it.
What does the email you got say about why they put the hold?
You were charged an IMPORT fee by YOUR customs. You have to pay it. UPS has nothing to do with these fees. They are NOT shipping charges.

Do you actually own the part of the lawn that they installed on? Not sure how it works in Canada, but when we lived in TN, USA, we owned our home. We did not own the lawn area 5 feet from the road. Since Lowes did not do the measuring, you did, no one is at fault for the shortage of tiles but you. The fact that Lowes can no longer order them is not their fault, it is a manufacturer issue. The fact that they will not foot the bill to ship additional tiles to their store for free is also not unreasonable. It is on you to go get them.
If the fee is part of your credit agreement that you signed when you took the card, then it is legal for them to charge it. They may have given you a courtesy credit, then reviewed the credit and decided it was not applicable.

Exactly right. No where on their site do they offer a courtesy price guarantee. And you should have shopped around before you bought. The frustration you feel should be aimed at yourself.

The gas station causes the hold, not the bank. The bank can not lift a hold willy nilly. It is called a pre-authorization, and most gas stations have them. They are posted on the gas tanks.
READ people.READ. Every one of these prepaid credit cards have fees. If you get it as a gift, blame the idiot who bought it for you for also being too stupid to READ.

This whole complaint sounds stupid.
You sound like the one who is incompetent. First, you do go to tire and lube, but since you bought on the website, the order has to clear site to store first. Then when you cancelled the order, you do not get refunded instantly. Of course the charge was on your card. You bought something. Then when you cancel, it can take YOUR CREDIT CARD bank up to one full billing cycle to credit your account.
If you stopped shopping at Walmart because of your own impatience and ignorance, then I guess they lost nothing.
First, the military discount is a GIFT, not a RIGHT. You should be ashamed of your own complaint. Second, the military discount is always for ACTIVE military. The fact that they have been giving it to you, 'several times' was nice of them. And how do you thank them? But ### that you can't get it again. How about a THANK YOU?
And yes, I come from a long line of service men and women. And no, they do not ### and complain or expect to be treated better than anyone else.
