In August of 2023 I was looking online to buy a specific motorcycle and found one listed at a motorcycle dealer in Las Vegas. I live in California so did the research about bringing a non resident motorcycle into California. I verified that it had a California emissions sticker so it was legal to bring into California. On 08/17/2023 I drove my truck from California to Las Vegas to purchase the 1 year old used motorcycle and paid cash for it then trucked it back home and made an appointment with the DMV for 08/24/2023. I then trucked it to the DMV to pay the registration and taxes and have them verify the VIN and engine serial number. I gave all the paper work the the DMV rep and she said where is the title? I told her I did not have the title yet because the Nevada DMV was going to mail it to me. The lady stated she could not start the paperwork without the title. I asked if I could at least pay the taxes and fees and was told no. So took the bike back home and put it in my garage. I kept checking with the dealer for the title and then checked with the Nevada DMV to make sure the paperwork was getting taken care of. They assured me they would send it ASAP. I received a telephone call on 10/16/2023 from the dealer stating they were sending the title to me through Fed-Ex and I would have it in 2 days so I made an appointment online with the DMV for 10/18/2023. I received the title and trucked the bike to the DMV and they verified the VIN and I paid the fees and taxes and received a license plate. When I looked at the paperwork later I noticed there were penalties that I paid and my registration sticker was from August instead of October when I received the license plate so after researching online for a form for refund of over paid fees an made copies of all the documents involved and mailed them to the DMV on 11/03/2023. The refund form stated I would be contacted within 30 days. I never was contacted so on 12/09/2023 I mailed a follow up letter. Still no response so on 12/19/2023 I mailed a complaint form to the DMV explaining what had happened and on 01/03/2024 I received a telephone call from the complaint department and the person stated I should not have paid any penalties and he was going to mail a check for $250.00. I said great but what about the 2 months I paid for registration but was not allowed to ride it? He said registration is on a yearly basis not monthly so he could not refund that even though he understood I should have received October stickers. I told him that was not fair why he would refund part of what I over paid but not all of it. And I asked him why I was never contacted after sending the refund request. He said he did not know why they did not respond. Then on 01/09/2024 he sent me an email stating he could not refund the whole amount that I was overcharged and instead was only going to refund $111.00. These people at the DMV make up the rules as they go and don't seem to care if they charge you what is due or more if they want. So I was ripped off for $250.00 in penalties and 2 months of registration which is around $59.00. I have not received any refund as of today 01/12/2024

Desired outcome: Please refund the $250.00 I paid in penalties and 2 months registration.
