slow shipping

I ordered an item several weeks ago and it never arrived. The website says that it was shipped. Even though I paid good money for USPS shipping, but it's slow. Why don't you just charge money after an order will be delivered? When you talk to them via phone it seems they really don't care about your issue and of course they never help.
Looking at other websites now for next purchasing. This one is awful.
