Hooters - treatment from a manager at this hooters location (public complaint)!

On August 2, 2019 I went to the Hooters location on 10620 Metcalf, Overland park Ks.
I ordered 20 chicken wings and when they arrived I informed my waitress that they were hard and over cooked. She said she would speak with the manager, his name being Kenneth Rasmussen. I informed him of the problem with the food and requested a new order that was properly cooked. He told me " they look fine to me, we are not giving you a new order". I made the same request a second time for a new order, and he said that I would have to pay for both orders which I refused to do. I informed him that I was leaving and would not pay for the food, at which time he became very threatening, demanding me to pay. At this point I feared for my physical safety as he followed me out of the restaurant screaming that he would call the police if I did not come back and pay the ticket. He said he was writing down my license plate number and would have me arrested by Overland Park Police. As of this writing I feel as if I could be arrested at any moment.
This incident has left me emotionally scarred. I was harassed, threatened, and embarrassed in a public area and treated like a criminal. I feel as a black man I was a victim of Hooters racial bias towards blacks. I feel if I had been a white patron I would not have been harassed and threatened. This racial Insensitivity needs to be dealt with from a corporate level, because when I was contacted by the general manager if that store, she said that there was no chance of any racial bias, and she saw nothing that was done wrong. You can be sure that more public spotlight will be shined on this situation.
