Jewel-Osco - pharmacy, coupon acceptance

Hello, I recently tried to use a Symbicort coupon at the Elburn, IL Osco pharmacy. The pharmacist said the coupon couldn't be accepted because I am not insured. The coupon says right on it "if you are insured by commercial insurance and your insurance does not cover the full cost of your prescription, OR you are not insured and are responsible for the cost of your prescriptions." If I have no insurance and pay for my prescriptions, how does this coupon not include me?
