H&R Block / HRB Digital

My Emerald card was stolen on March4 2022 of $3000 and I reported this to H&R Block the following morning. Filed a police report against my neighbor and her sister. Filed a complaint with my Emerald card and emailed police report to card services. Emerald Card Services sent me a letter stating that my case is closed since they couldn't reach me by phone. I contacted two managers from H&R BLOCK and gave them the police Sargent phone number for the record. When I called the managers back they wouldn't return my calls. In August of 2023 I received the ATM picture of a guy stealing my money. I didn't know him and sent this also to Emerald Card Services and mailed info to the Kansas MO office. Now their saying that they don't have any records of my incident on file.

How can someone steal my money with no pin nor any alerts.
