California Department of Motor Vehicles [CA DMV] - Registration renewal service

In late August of 2023, I found myself in a situation that required my immediate attention. Regrettably, I had not received the timely car registration renewal notice from the DMV via USPS as I have in previous years. Instead, I received a notice that included a penalty for the late renewal. Understandably, anyone who has faced traffic tickets or late property tax payments knows the importance of acting promptly upon receiving such notices. With this in mind, I paid the sum promptly and proceeded to the Culver City DMV to appeal the penalty.

To my dismay, I was informed by the DMV representative at the window that my appeal could not be considered due to the fact that I had already made the payment and paid the associated penalty. Essentially, I was told that if I had not made the payment before attempting to appeal, my appeal might have been successful. This explanation left me utterly perplexed and frustrated.

My concern is whether such a practice aligns with the principles of fairness, justice, and the provision of services that the government, supported by taxpayers' money, is expected to uphold. It seems counterintuitive and unreasonable that the appeal process is made inaccessible to individuals who have already complied with the payment requirements. This creates a situation where individuals are penalized regardless of whether the fault lies with them or external factors such as mail delivery delays.

I believe it is crucial to ensure that our government agencies, like the DMV, operate with fairness and transparency. I kindly request that you investigate this matter and work towards implementing a more equitable and sensible appeals process for individuals who, like me, find themselves in unfortunate circumstances through no fault of their own.

Desired outcome: Refund and ensure a more just and reasonable appeals process for all
