Contractor violated contract, collected payments for work not completed.
violated contracted "Schedule of Progress Payments".
Contractor missleaded me about their Classification/Certification.
their are License for (C53) Swimming Pools and not for (B) which is for General Building Contractor.
Project Description

1) Replace Existing (Weather Beaten) Deck adding Deck New Stairway
2) Kitchen Remodel with New L-Shape and Paint (Electrical 220 conversion (GAS to Electric Kitchen) Kitchen Lights x4
3) Provide Flooring 400 SQ feet Kitchen, Washer/Dryer and New Family Room 20X20 feet, Add (2) walls (Dry Wall) for Washer Dryer area/Paint. Family room Lights x4
4) Paver Repair labor to level surface area and apply pavers. (Pavers provided by Customer)

Requirement In Accordance With Contract:

(1) The schedule of progress payments must specifically describe each phase of work, including the type and amount of work or services scheduled to be supplied in each phase).

(2) It is against the law for a direct contractor to collect payments

Payments for work not yet completed, or for materials not yet
Delivered.
He never provided Decking, flooring, or kitchen Materials as promised.
He finished any of the contracted work phases per contact
He started work on oct 2022, he would request payment for a phase start it and stop, and work performed had workmanship problems. Incorrect 220Volt wiring, wrong gauge wires, if not have been caught was a fire hazard. The waterproofing for the Decking replacement was not done correctly and leaking into kitchen happened during rain. We have not had a kitchen for 2 Years, he puts off for other more lucrative customers he has.
He will not finish the work I paid him for.
