Progressive Car Insurance review: Claim agents is shady as they come

I ran into a flood road and my car was deemed to be totaled. I had gap insurance,. Progressive insurance paid 19000 dollars. They told me the CNA gap insurance would pay the rest. I did receive an estimate on the car damages. I did not mention any injury to the car. It just stated the car would no longer turn on d/t water damage. I submitted a claim to cNA gap insurance. They sent me a document saying they would not pay the deductible and they would not pay for previous damages to the car. I called them and told them there were no damages to the car. The stated that Progressive had told them there was a accident prior to the flooding. Telephoned Progressive and she sent me a email stating there was a large dent which was deemed to had occurred at another time. I told her that was absolutely untrue. She state that she would talke to her supervisor and now she wouldn't answer my phone calls. This whole thing has been a nightmare and I am out of 4000 dollars that i really needed, Shady people
