Progressive Car Insurance review: Progressive is a scam

I filed a claim with progressive 4 weeks ago. I had an accident which the other driver was at fault and also hit and run. The insurance representative has not taken or returned my calls. In 4 weeks! I asked for a supervisor. I told him that my car has been in the shop and is ready for pick up but that I need to know the status of my claim and that the deductible is paid by the at fault driver, who is also a progressive customer. He tells me that the at fault driver hadn't filed a claim, so he, the manager, will file a claim on the driver's behalf. I again asked him about my deductible being waived, since I was not at fault. He then says that he would see if the at fault driver was in agreement. WTH? Do you think the at fault driver is going to be in agreement with paying the deductible? DO YOUR JOB AS MY INSURANCE COMPANY! The rates are competitive but I would NOT recommend them to anyone based on my experience with them. So the collision center has my car ready and the insurance company tells the collision center that I should pay the deductible and the insurance company will reimburse me. I think NOT! It's not in writing, and after 4 weeks of nothing, would I trust that they will reimburse me?
