Expert Home Builders, Inc review: Repair of sunroom room and sunroom from water damage

We entered into a contract with Expert Home Builders Inc. on 05/18/2023 for repair of roof and floor installation sunroom damage from this past winter rains. The room is 20 x 20 mostly prefab build. They PM start off with verbal quote of almost $27,000. Then quote goes to $27,983. Then quote goes to $39,781 because they say they forgot taxes. Then they want an additional $4,050 for materials. We agree on a date to start work with project manager. They start work a day early (we are waiting on insurance check we want to make sure we have money in hand we also ran into a problem with the way check was issued and notified Issac about this and wanted to wait until we had money in hand). We are not even at home when they start. We ask what is going on PM says no problem all is good with starting early. I start to get funny feeling about this company. At this point we are committed to this company. They never come on a regular time schedule, but show up or not show up whenever with no prior communication. So we are also held hostage in our home while this work is going on. PM only likes to communicate through text messages never unless there is push back about money does he use phone or talk in person. PM says because he is so busy and doing his best.. I would think $30,000 deserves more then text messages. After initial on-site site quote and to pick up deposit check Issac only came to our home while City was here. Expert Builders worked for 3 days then stopped saying no more work until they receive more money. Even though we had asked for delay of start of work due to insurance check issues. While they are working I am asking questions because things are not feeling right. The answer is all ways don't worry we have it covered. When they stop working the leave my yard covered with their mess and tools for almost 2 weeks. We get the check and work starts they work 2 1/2 days and workers not Issac project manager says they are done. I am feeling very uncomfortable so I contact Suisun City and ask them to inspect. Late on Sunday night after workers say they are done Issac sends me a text message saying someone will be by the next day to pick up final checks. I inform him the City will be out in the morning to inspect. Issac wants to know why is City inspecting. PM says he wants to be here. City inspects red tags roof says there is no drainage it will leak. PM goes on about cost and I say we are not paying more money at this point we have already given this company $16,000 for not repairing our problem, but doing I don't now what and we still have a leak. Finally says Issac says he will fix the problem. 2 days later workers come back and start putting up more materials. We leave our home come back 1 1/2 hours later workers are gone. Leaving a bigger mess then when they stopped working the first time. Next day no workers. I contact PM and ask what is happening. PM asks me to setup another inspection with City. City comes out says too much weight and roof will leak and structure will collapse during next rain. Contractor needs to fix it to specs of manufactor for structure. I get original plans from City not PM. Let him know, but he does not bother to pick up plans. Finally a few weeks later PM says roof specialist would come out. Roof specialist says material to heavy needs to be taken down and light material needs to be installed. Roofer says the next rains we would have a swimming pool. I ask roofer if this was a $30,000 job he said no. That was way too much. I said I had checked with other roofers and they also said this was a 18k to 20k new install not a repair. PM contacts me and says good news they can start work on light weight install and tear down existing. I tell him I am not paying for what happened prior that was his mistake not ours. I also told him I had done research during this time and new install is 18k to 20k not a repair. We want to know costs and plans of new work. I said we need to talk. PM responds around 4:30 on Sunday afternoon through a text message, which I did not see until late Sunday evening. PM says since I (the customer) is refusing to pay for contract he can no longer work at my home. That he needs $12,781 to buy materials and to be able to pay his workers in order to do any more work at our house. PM says nobody works for free. PM also stated he is unavailable by phone or messages for next 3 weeks. That his manager Benjamin would come out and go over things. That I need to talk to Benjamin. PM left no contact information for Benjamin and it has been 3 days and Benjamin has not bothered to call or stop by. I am not asking for free work. I am asking not to be taken advantage of. This company was willing to walk away with $30,000 not repairing anything but creating bigger problems. That was just the roof. The work they did on the inside was bad also. Because of the rain damage half of the room did not have electricity, but Issac seems to think that repairing did not include that. Since the sunroom was a prefab additional parts of the room is stucco with air vents. Expert Builders covered air vents with baseboard which created a fire hazard. The cement floor that they said needed to be leveled in order to apply flooring is not level, either that or baseboards are applied crooked. The paint job is not the work of a professional builder. We are a senior couple and I believe this whole thing was intended to take advantage of us for as much money as the could get because they knew we were not going to be able to check most of their work especially the roof. My husband is 68 and handicapped so he can't climb up on the roof. I am 66 and I can't climb on the roof. Once we started asking questions and pushing back the more issues we found with their work and the more pressure we got from Issac for money. We are still to this date left with a red tagged unusable room. Which Expert Builders made worse but continues to want payment before fixing what they made worse. They seem to know nothing about CA laws. They told us no permit was required, because this was a repair. Issac seemed surprised when City told him for this amount of money a permit is required. At this point I just want them to fix the roof correctly and be done. We have paid the $16,000 so far, which we have gotten was shoddy work and a bigger problem with our roof. Today is 08/06/2023 and we still have not heard anything from this company, PM, Benjamin nobody. We have a red tagged room and they just walk away. Desired outcome: Roof and sunroom repaired correctly. Or refund so we can hire contractor who can do the job correctly. And a reasonable quote not a inflated one that they thought they could get away with
