Greetings; I have played PB in Santa Cruz and there is a limit of playing time due to a shortage of access to courts. I live on the west side and Darby
park is near my home. The tennis courts also are lined for PB but access in limited to eight hours per week. I don't know who sets up the rules for this facility but the extreme limit for playing time causes problems which spill over to other courts.
It is crowed each and every time the facility is open. This results in being unfair to beginners due to better players keeping on the courts longer due to their status and ability. Plus they will not give up a court on occasion. When I played I was only able to play half of the time I was in attendance. This I believe is caused by the limited hours.
This much I know; Very few tennis players use this facility. The park facility remains closed and empty a majority of the time. This ought to change and allow more access and much longer hours. PS. There is some truth to your complaint but it's way over stated.
