This is a 100% white woman owned civils construction smme company. We have been trying to upgrade with cidb for over a year since june 2016 without any success to date.

We have started our upgrade ourselves by applying at cidb offices bisho in june 2016. All documents was submitted required and accepted by the cidb and payment was received. Cidb issued a receipt of document all in order as well as payment receipt.

Months later january 2017 we received a mail - non compliant to upgrade from level one to 4/5

feb 2016 we used company partners company specialist they submitted our application 3 times with cidb losing our documents 2 x and then saying our documents are older than 3 months each time they found it we had to re submit new certified copies. We paid cidb 2 nd time non compliant again no results or reasons supplied

3rd time used a private person in jhb paid him consulting fees again paid cidb again 3rd time now they accepted our documents all in order applied for level 5 all ticked off in order by cidb again paid our moneys to cidb again- not compliant again 3rd time without any reasons supplied cant find anyone to provide us reasons why they accept our payments and docs all in order yet then comes back non compliant?

4th time now 2017 august- paid an agent r5500 again for 3rd time a different person - cidb polokwane received all my docs in order ticked off everything yet again and paid cidb r1500 again 4th time for upgrade - 2 weeks later non compliant without reasons give yet again.

Is this because we are a white owned company perhaps? is this perhaps reversed racism? how can a company not even upgrade to a level 3 from a level 1 with a track record of over 3mil per year?

who accounts for these results and how far can we go to be in the all ready competitive market? what do we do more after almost r30 000 payments to agents and cidb just to legally upgrade for better chances to tender?

who and what sits behind this? who can give answers ?
