California Oaks Property Management I'm renting a townhouse managed by Cal Oaks and I've been having plumbing problems since I moved in

I'm renting a townhouse managed by Cal Oaks and I've been having plumbing problems since I moved in. In the past 2 weeks, my plumbing has blocked up twice. Last week, it took them 3 days to fix the issue. And now, it's blocked up again. I've been without working plumbing for two days, and to make matters worse, my neighbor's waste is overflowing and spilling all over my front yard. Since tomorrow is Thanksgiving, I don't expect anything to be done, which means I'll have to wait until Friday. This is not only a hazardous situation, but it's also unacceptable that I can't use my sink, toilet, washing machine, or shower.
