I have recently been released from state prison after serving 5 years. Upon release I have made a plan to get my life together and try and start a business for myself. I have been attempting to recieve assistance through Wisconsin DVR, the problems started immediately upon the first couple of months of the application process. No one gets back to you on a timely fashion, and they love to lean on their deadlines in order to file 13 your case. Im on my 2nd attempt to access this program. Allegedly upon reading their policies, they will tell you if what your skills support is an actual potential. This is biased, in this world are services for litterally anything and everything. So me starting a painting company and receiving assistance through an outreach program has so far been an exhausting and utterly degrading process. Why are these programs there if they don't want to help the people who need it? This is one of the many problems within this country, there is not nearly enough street accessible programs to help the oppressed minority sector have a fair shot at making a change and gaining in their lives. I came out of prison with nothing, and still have nothing after 2 years. I work 6 days a week and have 18k in court fines applied as a lien on my driver's license. How is a man supposed to be released from prison and get anywhere in life without being able to drive legally or not being able to access a programs benefits thay have been established for exactly this instance. Its a shame. DVR requires so much information and time wasted to get nowhere. It's a shame that in order to get yourself some kind of assistance through a state funded program that you literally have to jump through seemingly impossible hoops. This makes you not even want to proceed with your goals. Hours are spent wasted on their application process and once they run your background and credit check then I am excluded from said assistance. Then why in God's name does this program even exist if the people its services allegedly target are excluded based solely on their past? And lack of financial background? Extremely biased in my opinion. If a man does wrong in his life and wants to make a change for the better and needs help with the daunting process of the business start up, it's hard enough. Add the impossible hoops if you go through their process and its almost better off had you not have sought it in the first place. Not to mention that the length of time to even see the benefits to apply for the business start up is one year.. ONE YEAR! If someone is wanting to better themselves and seek the help of DVR what makes them think that we have a year to wallow in their surmounted worthless paperwork, policies, and defunctional mechanism that is DVR, also, Derelicts manage the case loads and are paid more than Likely through tax payers money to sit behind a desk and do absolutely nothing to help as their program suggests. What a shame. No wonder the recidivism rate is so high. There is no relief for the men and women across this nation who are being released from incarceration. I watched a old man, 65 years old released from prison after serving 22 years for a crime he didn't even commit, he walked out of the prison gate with only a hope and a plan to access some kind of assistance on starting a business, there were no programs for him to help him transition back into society, he had no family, nothing, and has been dumped on the street with a $50 gift card. How is that man supposed to start a business? Let alone get any kind of assistance on a timely fashion through a program such as the DVR? He doesn't have a year to wait. And neither do I.

Desired outcome: We need an actual feasible program that works with and not against the oppressed. Reform the policy to actually assist and not deter the hopeful. And get rid of the derelicts that manage the cases in DVR. Make it a more accessible program.
