I've been tryin' to move my account (my Roth after tax) and other retirement account to another provider, but they won't let me

I've been tryin' to move my account (my Roth after tax) and other retirement account to another provider, but they won't let me. I talked to *** on May 5th and he said I can't do it 'cause his system shows I'm still workin' for the company listed. So, I can't move my money or my account. I should be able to move the money I've put in the account (since I'm fully vested and paid taxes on my Roth account already) and go to another company that I think is a better fit. Voya is keepin' my money and won't let me leave their services.
