They never read the meter, even though they say they do, and also base their "estimates" off of a previous bill. Every year changes and more and less utilities get used. Every time i read the meter myself, which i often forget because of how busy i am, it turns out to be around half of what they charge us. I know for a fact we do not use the amount they charge us for because all of us that live there are barely ever around.
