Dollar Tree

I usually shop the Dollartree store in Seattle WA called White Center. My issue is lately every-time I go I am buying several products mostly cleaning products which don't fit in a basket and even if they did it would be to heavy to carry. The reason there are no carts is because employees have them loaded up for stocking. leaving none for customer shopping. Why aren't they required to use a cart specifically intending for this work purpose. I have stopped shopping at any Dollartree because of this.
