PetSmart - discriminated against getting grooming service provided

I have been taking my dog to PetSmart for grooming (only Bath & Hair cut) ever since he was a puppy. He's name is Pepper, now 11 yo, Black Pomeranian diagnosed with heart mur mur that he takes medications & have been managed very well with no symptoms. Fast forwarding to Today's incident, we showed up for a grooming appt as we always have done, but for this new groomer, Kayla (Eugene, OR Petsmart) now it's against their policies to work on him due to well managed heart conditions.
All the sudden without any hint of indications, they will not provide the grooming service to "ANY DOG WITH ANY HEART CONDITIONS" according to her who claimed to be a CO-MANAGER. The Main issues I have is their ever-so-changing policies to better fit their situation, POOR managements and customer service due to lack of proper training especially when refusing to provide the service they have been for many years literally for a decade now!
Pepper's been seen by many different PetSmart groomers at a few different locations (Eugene, Portland, Bend) and I have always answered all the questions the same way as I did to this Kayla person. However, it's not acceptable for Kayla when it was to everyone else last 10 years also?! Is this true to all pet & pet owners or just Pepper & I for some reason, totally singled out?
NOT providing any grooming services to any dog with any heart conditions what so ever, whether the dog is asymptomatic and well managed under medication(s) is their True Policy Word-to-Word as she made out to be?
PetSmart must post this policies for all pet owners to read at easily seen location in order to avoid any discriminations & bad judgments made by the groomers. It seems to be personal issue to her for some reason especially other groomers suggested heart conditions managed with meds are O.K.. Why is she the only person refusing to provide serivce to us? I feel very discriminated against & not once she apologized for any misunderstanding esp. while claim to be a co-manager!
