Dollar Tree - Money payment

I went to the dollar tree on 96th st in indpls, In last week there is a sign on the register that says if u use cash have exact change because they don't give change due to shortage right now, which would have been fine when I gave the girl cash I understood that but she took the change out of the draw that should have went to me and put it in her pocket.
