UPS

I receive my medication from the VA here in Gainesville, Fla.
I just hung off the phone with the VA, stating the my package they shipped via UPS was returned . This makes the 4 time UPS has returned my medication. The carrier always puts "refused to sign". First off I don't have to sign for what the va sends me. Second i'm home all day! If a driver comes to my door, I always respond.

What gives? UPS service has really gone downhill. I'm extremely disappointed .
Residential home. I never received a tracking number either. I knew because the VA called me.
