AutoNation - auto collision repair

Need Help to get Refund from AutoNationCollion Center at South-Bay, California

Dear Sir/Madam,

My name is Kenneth Law. I desperately need your help to intervene and followup to get Refund from AutoNationCollion Center at South-Bay, Torrance, California for Job Number 19984. I have sent email and calls with no avail to get a respond from them.

Here are the background and fact for you to help understand the situation:
1. On 6/10/2019, I was rare-ended by a hit and run motorist.
2. I was told by Mr. Sarkis Kalpadian, an estimator of AutoNation Collision Center at South-Bay, California to obtain a written estimate from one of State Farm's approved bodyshop to him so that he can starts the process of repair on my car for me, with the assurance that I shall not need to pay a penny more than my $500 deductible. So, I went and obtain a written estimate from North Ranch Bodycraft and obtain a written estimate on 6/11/19.
3. On 6/13/19, I drop off my car to AutoNation Collision Center at South-Bay office located in the Mersedes-Benz of South-Bay Service Center located at 3311 Pacific Coast Hwy, Torrance, California together with the written estimate from North Ranch Bodycraft. Mr. Kalpadian wrote the estimate (Job Number 19984) and assured me that I will not be charged a penny more than my deductible of $500. AutoNation will deal with my insurance State Farm to take care of everything. And the job will take about 5 business days.
4. It took numerous call and finally I was told to come and pick up the car on 7/3/19 (3 weeks from Drop-off date).
5. Upon arrival to pick up my car I was told by AutoNation Collision Center at South-Bay office that beside $500 for deductible, I must pay additional $119.95 for the Scanning of the car, which they are filing Supplemental claims to State Farm, prior to releasing my car to my possession. Mind you I have never been told by anyone from AutoNation Collision Center at anytime during the repair process that I will have to pay anything beyond the $500 deductible. Now they are holding my car hostage and refuse to release the car to me unless I pay the additional $119.95 for Scanning. I paid under duress the additional $119.95 to AutoNation Collision Center at South-Bay office with the understanding that they will reimburse me when they got the claim money from State Farm. They told me that they will have State Farm pay me directly.
6. When I followed up with State Farm about the claims of $119.95 for Scanning, I got a response via email on 7/12/19 (see attached "State Farm email on Scanning - FW_ 759176l87") that the Scanning was included the original agreed upon estimate between State Farm and AutoNation Collision Center at South-Bay office. Therefore they don't owe any more $ for Scanning to AutoNation Collision Center nor me.
7. I forwarded that email with attachment (see attached " email to Sam Kalpadian on Scanning - Fw_ 759176l87") to AutoNation Collision Center at South-Bay rep Mr. Kalpadian on 7/15/19, requesting the refund of $119.95 (additional cost for Scanning) to me.
8. When I followed up with phone call conversation with Mr. Kalpadian, I was told that he had forwarded the email to his Manager at their office to take care of it.
9. I send an email on 7/31/19 (see attached " Followup email to Sarkis Kalpakian - Fw_ 759176l87") to Mr. Kalpadian again. So far I haven't had any response from anyone from AutoNation Collision Center.

Since I can't get any response from local AutoNation Collision Center, I have to send you Corporate Customer Service this request for help.

Appreciate a timely response.
