Circle K - tobacco club

My CK store told me that the tobacco club would start covering the Marlboro special select cigarettes in November which it has. The CK AT 2012 w southern ave in mesa Arizona is not. Is this club only at certain stores? The club is advertised at all stores and they should ALL honor the same.
