Sun Power review: Solar panels

My solar panels invertor is not working for more than 2 years. The solar company told me the invertor is not working and needs to be changed. I am not getting any credit for the electricity produced by my solar system. They hired nova source to replace it. They made appointment 3 times and failed to do the work. Are they regulated by any state agency, where I can file this complaint. Please guide me. Thanks.
