Sun-Gazette Gazette Company review: Newspaper subscription service, multiple non-deliveries.

I paid ahead for a subscription for daily home delivery of the Williamsport Sun-Gazette newspaper. I understand that occasionally, due to unforeseen circumstances, that I might not get a paper in a timely manner. However, I've had to call multiple times (once or twice a week!) because I did not receive my paper, and am always given a lame excuse as to why it is not delivered. Their answer is they'll deliver it later in the day (which has never happened), it will be delivered the next day or I'll get credited for it which extends the subscription. They have my money but will not refund my account if I cancel the subscription for non-delivered papers.
I do not want "yesterday's" paper. If I do not get a paper I have to go out to purchase one myself.
If a company already has charged me for a service are they not obligated to fulfill that service?
