SPCA of Upstate New York review: Cats

I am writing in regard to a concerning situation please let me know if you can help.

Briefly, there are cats that have been at the shelter since 2016. When I offered to help find them homes, offer to foster and or adopt I am told they are on adoptable due to behavior issues. As a rescue volunteer, I am concerned because the cats are in 2 x 2 cages with a short breaks out of the cage being “worked with “by employees at the shelter. I have written letters, called, etc. and each time I am told they are not ready for adoption “yet “. It has been 5+ years. Thank you for your time.
