Digital Caucus Domain name registration

A year ago I was contacted by this company who told me I could get my domain name with the spelling I wanted (For years I settled for a hyphen connecting the two words in my domain because that was all that was available). Digital Caucus promised to sell me the domain with the spelling exactly how I wanted for $99.99. I immediately paid them and was given a receipt. But when I called to ask how to actually receive my domain name and add it to Namecheap.com, I was ignored. Call after call was not answered, nor any of my emails. They basically just took my money. I looked up the domain just now and it is a Chinese website, which makes no sense other than this company is a total scam out to take advantage of people like me that don't know any better.

Desired outcome: I would either like my money back or to be given the domain name I paid for.

I received an Email from Digital Caucus saying that a domain name that I was intrested in was for sale at a certain price. I paid with my credit card thru paypal and recieved a receipt for my purchase. A couple of days later I recieved a refund from paypal and then I recieved another Email from a company called ITDOMAINNAMES saying the domain name is now...
