Did you drain the gas out of the tank before you stored the mower or at lease add Sta-Bil to the tank and run the engine for a few minutes?
If you didn't, then the gas inside the carburetor turned to varnish over the winter and just needs to be thoroughly cleaned out with carb cleaner.
A real mower repair shop would know how to do this instead of replacing the part.

Direct TV did a terribble installation on a neighbors house.
Instead of wiring it correctly, they hung the wire across the roof, dangling across the garage door front, big loops hanging off of the gutters, then from the down spout sideways across to a hole drilled in the wall.
It looks like a couple of idiots wired it. Unprofessional and sloppy.
Next time the tech is scheduled to come out, put a chicken in to roast before he gets there so it will fail like you say it does.

When I let them do any work on my car, I always stay in the service bay to make sure it's done right.
Sometimes the un-trained service person will guess about how to do something without knowing or even looking in the manual to see the correct procedure.
Once, a manager broke the PVC hose right in front of the tech, myself and son. He immediately said it was like that before he touched it. With all three of us saying "you just broke it", he then said they would replace it free of charge.
Had we not been there, he would have lied to us about the damage. The tech said the manager is always causing problems and doesn't know anything about repairing cars. Some people make it difficult for those that really do a good job. Some people should not be allowed to touch cars.

Take him to Small Claims Court for your money back NOW, don't wait another day.
By law in most states, you have three days to back out of a contract.
Tell the Court you were sold a car that was not repaired as you were told, and he would not let you rescind the contract.
If you paid by credit card, call you card company NOW, and tell them the car is defective, he refuses to fix it, and to stop payment.

In the future, you might not be able to get another loan. This non payment went on your credit history. It says "BEWARE OF YOU".
It's not Continental, it's the credit card companies, and all of them do that.
