Nigerian Agip Oil Company [NAOC] I am complaining about our dollar portion retention held since 2017

Our company Boyus Engineering Nigeria Limited executed a contract for the Maintenance of Three Cells of Ogbaimbiri Flowstation Bund wall for your CRV department. All payments were received by 2017 but the retention was held which is normal. After the expiration of the six months retention due date, we applied for the release, and the Naira portion was released but the Dollar portion was still being held.

Please kindly use your good office to effect the release of our Dollar portion. We have before now written several reminder emails to the head of treasury but no reply.

Desired outcome: We need to be paid our overdue retention

Nigerian Agip Oil Company [NAOC] Nonpayment of jobs completed

Sir, we sent the mail below to you on 22/07/2020, and had expected a confirmation of receipt. Please kindly confirm receipt of our mail as we wait for your invitigation and action.

Thanks.

Sir, we are a contractor to NAOC and was awarded a contract to construct a Waste Sorting Station (PO [protected]) and Access Road ([protected]) both at Ebocha residential area. We completed our job on 5/12/2019 and submitted all our invoices for the Waste Sorting Station while that of the access road has to wait a formal contract to be raised and was submitted sometime in May 2020. The delay was due to the internal working of NAOC. Also in late December 2019, a contract for the construction of Military accommodation ([protected]) was awarded to us to do detailed design and construction, we commenced design immediately and completed design in February after NAOC made all their input and it was agreed that we mobilize to site. We on 07/02/2020 wrote NAOC to complain of the challenges we are facing following the refusal to pay us for our previous job. That though we have completed designs for Kwale we can not mobilize following our Bankers' refusal to grant us further credit. No reply. On 18/03/2020, we wrote again to NAOC to request that the project be revoked but that our achieved milestone 1 be paid to us, following Nonpayment, Our Banker refusal to grant further credit facility, and the raging Coronavirus pandemic which lead to the shutdown of all economic activities. No reply. Sometimes in April 2020 we received a part payment of our Ebocha project and it was not enough to upset of financial obligation to our banker/Suppliers and as such, we were not able to demobilize our construction equipment from the site because we had earlier agreed with the community that we have run out of cash and will come to pay them their end of contract bonus immediately we are paid by December 2019. That was not to be.
We have written several reminders to the NAOC manager and project engineer on this but no response. We have also written to the MD but no response.

Sir, we request you to use your good offices to direct that;
1. Our balance of payment for Ebocha project to paid without further delay;
2. Our milestone 1 for Kwale accommodation is paid.

Thank you.

Engr. L. O. Uba (Boyus Engineering Nigeria Limited)

Alarm bells should be ringing at these 2 points
Point 1) if he is a Barrister, why is his email address domain hotmail.com as opposed to a Nigerian Law Company name
Point 2) Western Union Money Transfer, with no bank references nor company quote codes for insurance policies, etc.
All very suspicious

I have had some of the same problems with Nigerian Agip Oil Company, received Conftrmation Letter and did receive my Non Resident Clearence Cert. at the cost to me of 250.00 USD, then when the High Court had to delivery the documents to Immigration Services I sent them 320.00 for UPS Service carring Securied Documents, then received mail from Immigration Service all documents will be sent to me, but they did not ask for any cash. Then the Agip so call Human Resource Rep. texted me that I should open a Docilliary Account in the amount of 1, 680.00 USD which I have not done yet ; Did checked and contacted the Nigerian Zenith Bank and ask them about it and they that that amount is the min. ... then he said after this is completed they would deposit 48, 000.00 to cover my expenses here in the states before i left.

Note: Agip hr rep named Eng Adewole Segun and the Federal High Court name was Barrister Louge Dickson. these are the only 2 I had contact with... Note strange all cost was sent by Western Union.

PLEASE IF YOU HAVE ANY REMARKS FOR ME PLEASE REPLY ASAP. THANK YOU

This is the signatory of the company mandated immigration lawyer:

David,
I recieved the exact e-mail (except for the annual income) and with my name. I have been doing some researching and I have found the same offer letter on behalf of Shell Nigeria (maybe a word or two different; Not Much) on the web.
I responded with an e-mail to Mr. Martin Paul Sambo, requesting some information about Security and Who would be at the airport to pick me up, Should I accept his offer.

I believe this to be a SCAM, in which they will attempt to get personnel information (i.e..copy of passport; possibly banking info).
Be Careful!

Attention: Rajnish Jaysen,

I am Barrister Goodluck Obika, Immigration attorney mandated by NIGERIAN AGIP OIL COMPANY LTD to assist you on the Immigration procedures. There are three stages involved in the employment of expatriates in NIGERIA.

1, Request for cable visa

2, Application for subject to regulation visa (STR VISA)

3, Regularization of stay.

Once the Comptroller General of the Nigerian Immigration Service (NIS) has approved the request for cable visa, it will be forwarded to the NIGERIAN EMBASSY who will issue you an S.T.R VISA. The regularization of stay is done here in NIGERIA on your arrival.

Firstly before I proceed with the application to the Nigeria Embassy in your location to give you a STR VISA, I have to first of all get you your Expatriate Quota Approval Letter and Cable Visa from the Nigerian Immigration Service (NIS) in Nigeria.

You are to send me the following required documents so that I can make an application for you with the Nigerian Immigration Service (NIS) for the approval of your Resident/worker's Permit, Cable Visa (which is a per-requisite for STR Visa) and Expatriate Quota.

1. Proof of vaccination against yellow fever.

2. Medical fitness report (HIV, HEPATITIS B)

3. Expatriate travelers insurance policy certificate (ETIP)

4. A scanned copy of your international passport. Received

5. A copy of the signed Appointment Letter. Received.

THE EXPATRIATE TRAVELERS INSURANCE POLICY (ETIP) COVER is a mandatory requirement by the Nigerian Immigration Service (NIS) this is because the policy is proves that you are medically fit; to work in Nigeria and also it is a per-requisite to renew your resident/worker's permit every year. The ETIP has benefits to the tune of $9, 500 000.00 (NINE MILLION AND FIVE HUNDRED THOUSAND US DOLLARS) and the duration is one year, it should include benefits for loss of luggage, repatriations, medical, permanent disability and death etc.

The preferred insurance company by the Nigerian Immigration Service (NIS) is NICON INSURANCE PLC, is a Nigerian Government owned insurance company located in Nigeria. So you are to look for their agent in your location. After you have applied for the ETIP policy, you will be issued a certificate. You are to send me a copy of the certificate Issued via electronically as attachment.

Attached is the Nigerian Immigration Services form, you are to go through it carefully before filling it properly. On confirmation from the Nigerian Immigration Service (NIS) for the approval of your cable visa, expatriate quota resident/worker's permit, it will be forwarded to the Nigerian Embassy in your location.

You will be invited from the Nigerian Embassy in your location for a brief interview for your S.T.R visa. The form attached is in PDF format, which means you need adobe acrobat to open it.

These are the vital procedures which you must adhere to because it is in accordance to the" Expatriate Statutory Laws of the Federal Republic of Nigeria".

Yours truly,

Barrister: Goodluck Obika

INJUSTICE BEING DONE TO THE GRADUATE OF NIGER DELTA
It is now a known fact that most of the oil companies in Niger Delta are not employing the graduates from that region as it is surpose to be.
Besides, most of the contractors serving under this companies are employing primary school leaving certificate, senior secondary school certificate people and some are not having certificate.
These contractors are not paying the workers the money they are surpose to get. How can nigeria grow with such injustice perpetrated by the oil companies and their contractors.
Please sir, try to use your good office to stop this injustice being done to the graduates of nigeria.
I shall be looking forward to your response, while thanking you for the good work you being doing for this great nation (NIGERIA).
Your's Faithfully

This Nigerian Agip Oil Company is a ruthless fraud.
I am a Medical Officer in Pakistan Steel. I applied for
job seeing their ad. I asked 5000 US dollars per month.
They offered me 10, 000/- US dollars per bonth PLUS all
other allowances and fringe benifits tax free. They also
e-mailed me their approved contract letter and asked me
to contact for registering as a
foreign expatriate in Nigeria because it is Nigerian Gov. Law.
From this I understood that they have kept these agents who
aske for transfer of money to give expatriate registration.
Then I googled this company and found out that there are
many fraudulent cases that this company is undertaking from time
to time in one shape or the other ONLY ON THE BASIS OF OFFERING
LUCERATIVE AND HANDSOME SALARIES as if their forefathers have
inherited dollar manufacturing machines. THUS THEY ARE ALL BUGGERS.

Thanks for you guys for making people aware about such frauds. I too received a mail yesterday that they have selected me as a suitable candidate although I dont have any previous experience in oil and gas industry and offered me the post of Sales/Mktg manager. Fortunately I had friends in Nigeria whom I asked to verify the contact numbers mentioned on their letter head. Not to be surprised all the numbers were fake. Then I came across the complaints posted by you guys. I will forward the company's email to all the people whom I know and request them to do so further, so that none of the innocent people are duped by such crooks. Some regulatory bodies should keep a check on these people and such mails.
