New Rez review: Assessed expenses. (234.00)

I need an explanation of these Assessed Expenses of $234.00 each which has appeared on my bill numerous times. I have inquired about these charges verbally several times and I was told that anytime a check is done on the property, the fee is $ 234.00 each time. I want to Appeal this Expense because I don't see it as an Legitimate Expense.
