Kansas City Power & Light [KCP&L] - scam

Summer 2014 - KCP&L claims a meter transponder malfunction caused under reporting of electricity usage for an extended period, and back-bills for approximately $800. Upon request, KCP&L was either unwilling or unable to show any evidence that a malfunction had actually occurred, or any actual data to back their claim. Despite my continued objections and denied requests for information, I agreed to a payment plan that would repay the debt over six month's time. Payments were made in excess of the agreed repayment amount for three months; however, the third payment was three days late. KCP&L sent me a demand for payment in full immediately with threats to disconnect power. Funds were tight, and my budget was planned for the agreed repayment options. Despite my offer to pay the bill in full over two months time, KCP&L demanded that I either pay the bill in full immediately, or accept a "budget plan" that incorporated the back-billed amount to be paid over a 12-month period. November 2015 - KCP&L has collected 13 payments at the same "budget plan rate", and my account balance is now greater than a full payment in my favor. According to "Mindy" in customer service, KCP&L has incorporated the balance in my favor to include the >$300 of my money they are holding into the payment plan schedule for the next 12 months, and REFUSES to re-balance the budget to zero before before setting the budget plan rate. In other words she told me, "F*%k you, we are going to hold money we owe you for the next twelve months." The only other option provided was to not participate in the budget plan. KCP&L is a SCAMMER and an ABUSER of their paying customers. Should I respond in kind and send threatening letters to them weekly until they pay me what they owe me? I would be open to ANY alternative electricity provision to avoid doing business with KCP&L. I believe the business practices they are engaged in are at the very least unethical, and could likely be classified as fraudulent.
