H.S Gray Towing & Repair review: Over charged

My daughter slid on black ice on the highway a couple days ago, less than 3 miles from their business, by the time I got there, the police had already called them out, so I was not able to contact the company I've would've rather used. I asked for it to be taken to our mechanic in Bridgeport, they said that they were taking it to the nearest place, which was H.S. Gray's. When we called to see how much the tow bill was, the owner, which was the rudest person I have ever dealt with, he said it would be $400 or to sign the title over. I have never in my life heard of being charged that much to take it a car less than 5 miles up the street. Come to find out they drove it to Bridgeport (where I initially wanted it towed) then back to Birch Run and charged me for it, for a total of 17 miles. When I told him I wanted a detailed breakdown of what I just paid $400 for, the owner laughed and said "oh you must want to pay more" I'm not sure if they have some type of contract with the police of sheriff in that area. I would like this company investigated for price gouging.
