We Calcom Vision Limited a 45 year company, are the OEM manufacturer of Lighting products for big brands in India and having a manufacturing setup at (B16, Site-C, Surajpur Industrial Area, Gautam Budh, Noida, Uttar Pradesh).
I am writing this mail to report the dispute which has arisen with a Chinese Vendor named Howell Energy Co Ltd.
We have been importing the Lithium Ion Cell for our product Inverter Bulb from Howell Energy from last 2.5 years.
One of Our Li Ion Cell shipment of 70000 pcs (value 37800USD) was planned from Howell Energy by making the 50% advance (18900USD) of the invoice value, shipment got fired in Hongkong on 10th Sept'21.
We got the information from our freight forwarder on 14th September that our Li-ion Cell shipment got fired in Hongkong.
We were continuously seeking help from supplier Howell to plan their representative visit to Hongkong to understand the situation and resolve the issue, but no support confirmed.
We raised the insurance claim with Tata Aig on 20th October'21 and survey conducted by them on 10th November. The final report expected shortly.
Fire incidence report was released from Fire Service Department HongKong on 4th Nov'21. They indicated that the BELIEVED CAUSE of fire was "Sparks/heat generated from the Li-ion cells inside the affected container also ignited nearby goods and combustible materials and in turn set fire to the same"
Mean time the shipment consolidator raised a debit note to our freight forwarder for misdeclaration in documents (packaging used in shipping the goods in lot is not as per approved standard packaging) and for other demurrage charges due to fire of the amount 298768.7HKD.
We import another 220k pcs of Lithium ion cell in November'21 from Howell-China of the amount of USD117700USD with the 100% payment before dispatch. Now we are asking Howell to provide the telex release of BL - COAU7235039180.
Howell refused to provide the BL, asking for balance 50% payment of 18900USD against the shipment got fired first and after that provide the BL.

In this regard we Calcom Vision Limited request you intervene and force the Howell Energy Co Ltd to accept the below said loss and release the BL (COAU7235039180).
