DTE review: lights

It seems I am a targeted Individual. It seems that there are organizations and people that go around violating private citizens within the community in harrassing and bullying ways. The way I am being violated is it seems by a dte engineer that either lives in my neighborhood or has a relative that does. I am a female african american senior citizen and veteran. I live in an all white neighborhood where someone has taken personal charge of my dte account and regulates manually the strength of power coming into my home, which means my lights are dimmed down. Also they make 2-3 rooms completely lose power, then they cut them back on after a couple hours, or a couple days, or couple weeks. When I complain the lights magically come back on at the correct level of brightness. Also which ever rooms temporarily lose power, they also magically come back on.
This is something that should be able to be traced to the culprit.
