TBdress / not clear on tracking of shipment

I placed an order (a dress and a jumpsuit) at this site on the 12th March.

On the website it clearly stated 4-8 days shipping.

I needed the order by the 26th March, plenty of time to receive it.

Emailed customer service 3 times, and no answer, got a tracking number for the jumpsuit but not for the dress.

Went on their website, where it says they offer professional customer service, so I went on their live chat, but they once again ignored me and told me their too busy.

I then rang the company on the 25th March, and lady told me the dress had not even been shipped!
I wanted to cancel the dress, as I needed it for the 27th March, they said they can cancel, but they will not give me the refund for the cost of the dress.

Worse service, I have come across.
