Almir Co review: Paid for a battery replacement for my phone... Did not need it... Owner refuses to refund my money

Almir Co. in Allentown, Pennsylvania.. Went in on my day off cause I believed I needed a new battery because of lack of battery power lasting longer than 8 hours... Went in and after a bit of talking put down the money in full to do the service so when I come in a few days later I can just drop off phone and come back in under an hour... Found out I do not need a new battery after all... Call him on the phone and ask about just buying the battery for the replacement and the rest refunded... Says he doesnt do that... He mumbles something then proceeds to put the phone down and leave me hanging there for 10-15 minutes... Came in on sunday after working for the usps amazon package delivery day and paid a meter to park with 38 minutes of time to wait and talk more about this... After 2 customers it was my turn takes my name and then seems to be dragging his feet once again and just flat out goes and helps the next customer that came in which took some time and then proceeded to help the next customer instead of dealing with me... So I know that I am almost out of time on my parking meter and left... Had barely 5 minutes left on the meter... He purposely has ignored me and seems to have amnesia about having to give me a refund for not having the battery changed... And since he wont just sell me the battery and refund the difference which I would get $40 back or so... I dont understand... Why?
