Xiahano Ltd review: I paid for a car cover that has not been delivered 2

I paid for a car cover advertised on Facebook at the beginning of July, which never arrived. As with the many other people this crook has defrauded, I've had many emails promising it will come. Then saying it had been delivered to the wrong address. And is still claiming it is going to be delivered to me.

I complained to my bank, who, thankfully have refunded me; but why is this crooked business allowed to continue to advertise and rip off so many people?
