Walchak Concrete LLC review: Excavation/concrete service

Scammer provided a quote/estimate for excavation on land for a garage $600 located in Wisconsin. Charging me $3500 just to push dirt. He is not licensed as a contractor in Wisconsin to do any work per the state. He is only registered in Minnesota to do 1 skillset, concrete but he is doing 2 skill sets per the state with excavation which is not allowed and he must be licensed he is not. He also went to my lot in Wisconsin and started work before permits and authorization, I have pictures, dates and time stamps as proof as well as email dates, time stamps from county on permit approval and actual work started by the scammer. He wanted $5000 upfront that didnt happen. He now wants payment and is threatening legal action from someone not licensed and is trying to scam on increased charges. I informed him right away to cease all work the first day yet he ignored me and continued a second day finally stopping but now wants payment. After I told him to cease all work, he tries to look up my address to pay me a visit but instead looks up my 85 year old mothers address and decides to pay her a visit harassing her how to find me. There is a real problem here and he needs to be investigated.
