Does the following restriction apply to all locations or just the Fort Lee, Virginia (#5197)?

I recently downloaded the BK app and I got a few codes to use for certain meals. I clicked to redeem one code and it exited after 15 minutes. Well I was not able to use it at this location because they say they are not taking Mobil coupons. So I lost a code because I couldn't redeem it. So now I'm thinking it a waste of time to download the app because I can't use the codes at all or is it just this particular location?
