Today November 29, 2018, I opened a brand new eyeliner only to find a huge chunk of it missing. The piece missing was below the actual tip therefore deeming that whole section of eyeliner unusable. I have enclosed a picture for your review. I would like a replacement or a refund as this is my "go to" eyeliner.
