Community Financial Service Centers [CFSC]

I'm putting money in cards for xmas and this employee said they dont give change, so I said where is that written at the check cashing it isn't. I'm highly annoyed because I had to go somewhere else to get change, after I was on said line for 20 minutes. If that's a rule it needs to be written.
At 1030 am this incident occurred but the lady before me got change. I guess my race had something to do with it shaking my damn head. Only one man working now
